ORANJESTAD<\/strong> \u2013 AVP-parlementari\u00ebr Clifford Heyliger vraagt aandacht voor de situatie rond het afvalwaterzuiveringsproject AWSS. Aanleiding vormt volgens hem een brief van 3 april 2025 van het College Aruba financieel toezicht (CAft), waarin zorgen worden geuit over de inrichting en aansturing van het project.<\/p>\n

Volgens Heyliger maakt CAft in die brief duidelijk dat, ook al zijn beheer en onderhoud van het systeem bij AWSS ondergebracht, de overheid eindverantwoordelijk blijft voor deze vitale infrastructuur. Daarmee zou bij problemen uiteindelijk niet AWSS, maar de regering worden aangesproken.<\/p>\n

Heyliger is kritisch op de wijze waarop het vorige kabinet het project heeft aangepakt. In plaats van de uitdagingen structureel aan te pakken, zouden de installaties zijn afgesplitst en ondergebracht bij een nieuwe entiteit zonder voldoende planning, transparantie en stevige juridische basis.<\/p>\n

Volgens de parlementari\u00ebr is er geld uit de toerismesector gebruikt voor de aanleg van de installaties, zonder dat tot nu toe sprake is van concrete resultaten of duidelijke meerwaarde. Ook stelt hij dat personeel is aangenomen en een lening tegen hoge rente is afgesloten, terwijl het onderliggende probleem volgens hem niet is opgelost.<\/p>\n

In zijn verwijzing naar de evaluatie van CAft zegt Heyliger verder dat een effectief controlemechanisme ontbreekt. Dat zou kunnen leiden tot ineffici\u00ebnt gebruik van publieke middelen. Volgens hem is daardoor onvoldoende inzichtelijk hoe gelden worden besteed en neemt het risico voor Aruba onnodig toe.<\/p>\n

Heyliger pleit daarom voor een spoedvergadering van het parlement. In zijn hoedanigheid als voorzitter van de commissie voor energie en overheidsbedrijven wil hij zowel de betrokken minister als de directie van Utilities naar het parlement roepen om tekst en uitleg te geven.<\/p>\n

Hij noemt het dossier van groot belang voor de bevolking, de volksgezondheid en de toeristische sector. Volgens Heyliger moet ook opnieuw worden beoordeeld of het onderbrengen van AWSS bij Utilities wel de juiste keuze is geweest.<\/p>\n
