De kernboodschap: de grootste uitdaging ligt niet in de technologie zelf, maar in <strong>bestuur, samenwerking en governance<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>AI als speerpunt binnen de Nederlandse Digitaliseringsstrategie<\/strong><\/h3>\n\n\n\n<p>Kunstmatige intelligentie is een van de <strong>zes strategische prioriteiten<\/strong> binnen de Nederlandse Digitaliseringsstrategie (NDS). De overheid ziet AI niet louter als een technisch hulpmiddel, maar als een essenti\u00eble bouwsteen voor <strong>betere publieke dienstverlening, effici\u00ebntere processen en digitale soevereiniteit<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Leiderschap en gezamenlijke aanpak<\/strong><\/h3>\n\n\n\n<p>Onder leiding van <strong>Larissa Zegveld<\/strong>, directeur-generaal van Kennisnet en voorzitter van het Forum Standaardisatie, werkt een speciaal <em>versnellingsteam AI<\/em> aan een gezamenlijke aanpak voor alle overheidslagen. Doel is om AI <strong>verantwoord, veilig en effectief<\/strong> in te zetten binnen de overheid.<\/p>\n\n\n\n<p>Zegveld benadrukt dat er breed en blijvend politiek draagvlak bestaat voor deze koers, ook bij wisselende kabinetten. Haar oproep is duidelijk: <em>dit kan alleen slagen als overheden bereid zijn anders samen te werken<\/em>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Kansen \u00e9n risico\u2019s<\/strong><\/h3>\n\n\n\n<p>AI biedt grote mogelijkheden voor de overheid, zoals:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Verbetering en versnelling van <strong>publieksdiensten<\/strong><\/li>\n\n\n\n<li>Effici\u00ebntere <strong>interne processen<\/strong><\/li>\n\n\n\n<li>Betere ondersteuning van <strong>beleids- en besluitvorming<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Tegelijkertijd brengt AI risico\u2019s met zich mee op het gebied van <strong>ethiek, veiligheid, autonomie, publieke waarden<\/strong> en afhankelijkheid van buitenlandse technologiebedrijven. Juist deze dubbele dynamiek maakt dat AI expliciet is opgenomen als strategische prioriteit binnen de NDS.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Bestuur boven techniek<\/strong><\/h3>\n\n\n\n<p>Volgens Zegveld vormen niet de technische aspecten, maar de <strong>bestuurlijke inrichting<\/strong> de grootste belemmering. Nederland kent een sterk gedecentraliseerd overheidsmodel, wat ruimte biedt voor lokale innovatie, maar samenwerking, standaardisatie en opschaling bemoeilijkt.<\/p>\n\n\n\n<p>Zoals zij het samenvat:<\/p>\n\n\n\n<p><strong><em>\u201cDit is geen technisch probleem. Dit is een bestuurlijke uitdaging.\u201d<br>\u2014 Larissa Zegveld<\/em><\/strong><\/p>\n\n\n\n<p>Om AI succesvol te implementeren, is het doorbreken van organisatorische silo\u2019s en het stimuleren van gezamenlijk eigenaarschap cruciaal.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Van principes naar praktijk<\/strong><\/h3>\n\n\n\n<p>Het versnellingsteam werkt aan <strong>gemeenschappelijke kaders en normen<\/strong>, mede gebaseerd op Europese regelgeving zoals de <strong>EU AI-verordening (AI Act)<\/strong>. Deze uitgangspunten moeten worden vertaald naar praktische richtlijnen voor inkoop, inzet en beheer van AI-toepassingen binnen de overheid.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Gezamenlijke infrastructuur en opschaling<\/strong><\/h3>\n\n\n\n<p>De overheid zet in op:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Gedeelde AI-voorzieningen<\/strong> in plaats van losse initiatieven<\/li>\n\n\n\n<li>Collectieve inzet op alternatieven voor commerci\u00eble buitenlandse AI-diensten, zoals <strong>GPT-NL<\/strong> en <strong>Vlam.ai<\/strong><\/li>\n\n\n\n<li>Schaalvoordelen door gezamenlijke besluitvorming en investeringen<\/li>\n<\/ul>\n\n\n\n<p>Dit vraagt niet alleen om technische afstemming, maar vooral om <strong>verandering in gedrag en samenwerking<\/strong> tussen overheidsorganisaties.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Vooruitblik<\/strong><\/h3>\n\n\n\n<p>Binnen de NDS wordt AI nadrukkelijk verbonden met andere strategische thema\u2019s, waaronder <strong>cloud, data, cybersecurity en digitale vaardigheden<\/strong>.
